On May 5, 2018, voters approved a $575 million bond referendum to build new schools, rebuild aging facilities, renovate and repair existing school facilities, and update technology and safety enhancements.
On July 24, 2018, Humble ISD sold $125 million in bonds to pay for the first portion of the plan.

Construction Timelines
The projects covered by the 2018 bond referendum will be undertaken from 2018 through completion. Some factors that impact the schedule are:
how imminently critical the need;
the volume and complexity of projects that can be effectively managed simultaneously;
economies of scale that can be achieved by bundling similar projects when doing so maximizes resources and is practical;
the amount of bonds that can be issued at one time without increasing Humble ISD’s tax rate;
minimize interruptions to the campus environment.
Bond Rating
Moody’s and Standard and Poor’s bond rating agencies assigned Aa1 and Aaa enhanced ratings, respectively, to Humble ISD bonds – ranking the district in the top three percent of school districts in Texas.

A Community Update on Bond 2018 progress was held at 7 p.m. Tuesday, January 26, at an Humble ISD Board Workshop Meeting in the Board, Business and Technology Center.

Humble ISD held a Community Update Webinar on Thursday, October 22, to provide a preview of the new Kingwood Middle School and other campus renovations that will be occurring in Kingwood.
In 2018, voters approved a bond plan that included funding to rebuild the 43-year-old Kingwood Middle School. This will bring KMS up to the standard of newer middle schools, which feature spaces for collaboration and project-based learning, safety and technology enhancements, and natural lighting. The new campus design also reduces traffic congestion around KMS.
Kirksey Architects showed architectural renderings of KMS during the webinar. Flintco Construction showed traffic plans. Construction began this fall on building the new KMS. Students will move into the new KMS in August 2022. In the summer of 2022, the former KMS will be demolished and new athletic fields will be established where the former building stood.
While Kingwood Middle School was the main focus of the webinar, Humble ISD staff also showed architectural renderings for elementary school multipurpose rooms/gyms being built in Kingwood at Deerwood, Hidden Hollow, Shadow Forest, and Willow Creek elementary schools (group one); new main school entrances for Kingwood Park and Kingwood High Schools; and new Career and Technical Education classrooms being built at Kingwood Park and Kingwood High Schools. Humble ISD is moving toward campus-based CTE programs to create more convenient access for students to participate in specialized CTE programs. Previously, some CTE classes met at the CATE Center on Will Clayton Parkway. The former CATE Center is now Quest Early College High School.
Bond Election May 5, 2018
Humble ISD is growing by about 1,000 students per year as new homes are built and families move to the school district. More students increase demand for school facilities. Additionally, Humble ISD is an aging district. Bond funds would be used to build new schools, rebuild aging facilities, renovate and repair existing school facilities, and update technology and safety infrastructure.
Bond 2018 is for $575 million
The construction plan includes:
A new middle school
A new elementary school
Rebuilding Kingwood Middle School
Rebuilding Lakeland Elementary School
A second Transportation Center
Expanding the District Police Station
Districtwide technology and security projects
Renovations, updates, and repairs to high school, middle school, and elementary school campuses
No Tax Rate Increase
Bond 2018 would not impact Humble ISD’s tax rate. The tax rate has been $1.52 since 2008. With approval of Bond 2018 the tax rate will remain $1.52.
